Problem

We need a base built-in microbatch incremental strategy implementation!

Solution

• Add microbatch to builtin_materialization_strategy
• Create plumbing for adapter.dispatch
• implement default incremental sql macro to raise a not implemented error
• Add base tests in dbt-adapter-tests
• Clean up some extraneous code on EventTimeFilter that caused mypy issues: https://github.com/dbt-labs/dbt-core/actions/runs/10816393340/job/30007488791?pr=10594
